Chief Hawkes is a 28 year law enforcement veteran. He holds a Bachelor's degree in criminal justice from Dallas Baptist University and a Master's degree in criminal justice administration and leadership from the University of Texas at Dallas. Before becoming Chief of Police for the Jacksonville Police Department in 2016, Chief Hawkes spent his prior years of service in the Dallas/Ft. Worth Metroplex, retiring from the Collin County Sheriff's Office as a Lieutenant. Chief Hawkes is a Texas Police Chiefs Association best practice certified assessor, and has received numerous state and local awards, including the Medal of Valor among others. He is currently serving as President of the East Texas Police Chief's Association.
