The Director of Public and Community Services works directly for the City Manager and, is responsible for daily operations of Public and Community Services. Public and Community Services includes Water Production, Waste Water Treatment, Water Distribution and Wastewater Collections, Streets, Drainage, Parks, Recreation, Utility Billing, Development Services, and Buildings.
Randall Chandler was promoted to Director of Public and Community Services in August, 2019. Over a 27- year career he has held multiple positions, starting in Building Maintenance from 1992 to 1997. He became Pretreatment Coordinator until 2001, and then served as Assistant Utilities Director until October 2016, Utilities Director until July 2018, after which he served as Associate Director of Public and Community Services.
Chandler has been married to his wife Rachel for 22-years, and have three son’s Tanner 20, Ty 14, and Tate 10.
Mr. Watson came to the City of Jacksonville in September 2004. He previously worked five years in the architectural sector and, an additional five years in commercial construction management. He has a Bachelors in Development from Sam Houston State University, and has made a deliberate effort to spend the majority of his professional life in East Texas, appreciating all it has to offer.
