City Manager

The City Manager is the chief administrative officer of the City, performing highly responsible managerial and supervisory work in planning, organizing, and directing the operations of the City. Duties include administering policies established by the City Council and by law; coordinating, developing, and implementing administrative procedures; coordinating and directing all departments and staff operations; selecting, developing, and effectively utilizing staff; and overall supervision of projects, city financing, and intergovernmental relationships. The City Council supervises the City Manager position.

The City Manager is Mo Raissi.

Mo Raissi joined the City of Jacksonville in March, 2005, to fill the reinstated position of Public Works Director. He took over the position of City Manager on January 1, 2006. Before coming to Jacksonville, he spent five years with the City of Mount Pleasant in various capacities; his final position was Director of Community Services. Prior to that, he worked for the City of Tyler for almost 18 years in various positions in the Parks & Recreation Department.

Mo received a Bachelor of Science Degree in Industrial Safety and Technology from the University of Texas at Tyler.

Mo and his wife Debbie have two daughters, Sarah Elizabeth, and Sharon Michelle.
