Roxanna Briley is a finance professional who works under the general administrative direction of the city manager and provides managerial, analytical, and administrative support to stakeholders, including citizens, city council, economic development corporation, and city departments. She is responsible for the management and direction of the finance department, encompassing such areas as accounting, audit, budget, transparency resources, purchasing, tax, and treasury management. She is also responsible for the utility billing department ensuring accurate billing and collection of all water, sewer, sanitation, lake lease, and industrial park lease accounts. With combined revenues of over $7 million dollars annually, department duties include receiving the scheduled readings of all meters; preparing and sending the monthly bills for over 5,000 utility accounts; processing and posting various forms of payments to customer’s accounts; and responding to various customer inquiries and requests.
Roxanna graduated Magna Cum Laude from Texas A&M University-Commerce with a Bachelor of Business Administration in Accounting degree. Roxanna began her municipal government career in May of 2007 as an accounting clerk for the City of Greenville. While there she worked her way up to the positions of accounting technician, accounting manager, assistant finance director, and interim finance director. Roxanna joined the City of Jacksonville in November of 2015, since that time she has helped the City achieve awards for excellence in financial reporting, budgeting, and financial transparency.
Roxanna enjoys being a Jacksonville Fightin' Indian Band mom, traveling to new places, diamond painting, and watching classic movies.
