2024 Street Reconstruction Project

Summary

On November 14, 2023, the Jacksonville City Council awarded a contract to Lone Star Equipment Co. for the complete reconstruction of 5 sections of street. The streets were selected based on a RoadBotics study used to determine street conditions. The locations of the projects and the full extent are included in the maps below.

What is reconstruction?

There are many different levels of road maintenance. A crack seal is when a sealant is injected into cracks in the roadway to prevent water from penetrating the road causing erosion and further road failure. A chip seal is when the roadway is treated with a layer of liquid asphalt and a layer of asphalt coated rocks are pressed into it. An overlay project includes an overlay of a few inches of asphalt on top of an existing roadway. Mill and overlay includes removal of a few inches of existing asphalt and replacement. 

The most extensive maintenance is a complete reconstruction. This is when the existing asphalt and road base are removed, new road base is constructed and an entirely new road paved. This is typically a last resort when the road base is completely failing. 

Timeline

The project is set to begin mid-December 2023 and will be complete by the end of summer 2024. 

Affect to Residents

Travelers should avoid the selected streets if possible during construction. Residents who live on the streets will be notified by door posting at least 48 hours in advance of lane closures, restricted access, and street closure. Please see the notification from the contractor here: Notification.

This week, the paving contractor was able to mix and cement stabilize Harrison and Lincoln Street in preparation of overlay next week. Bethune and Jefferson Streets were set to final grade in preparation of asphalt paving next week too. Bailey Lane should have the base course of asphalt completed this week. Once asphalt is placed on Bethune and Jefferson, the contractor will move to Harrison and Lincoln to place asphalt. At the completion of all this work, the contractor will mobilize to Lake Park Lane and begin pipe installation and laying out the roadway.

January 8, 2024

Work has begun on the Harrison/Lincoln Street Section and Bethune Street. Contractors are primarily focusing on concrete curb and drainage work while the weather is cold and wet. Pictured below are Harrison/Lincoln Street on the left and Bethune Street on the right.
